Dear NCSG members,

I wanted to bring to your attention this very important meeting that we are
going to have with PSWG and I hope as many of you can attend and I am sorry
for not a flexible schedule especially for those residing in Asia.
(information below)

In this meeting we want to discuss with the law enforcement (Europol,
potentially FBI, and other members of PSWG) the "authentication plan" for
RDRS. For those who have not been following, Law enforcement wants to
authenticate members of law enforcement globally to submit requests for
private sensitive data to RDRS that ICANN provides (which is a triage
system). This also will mean that authenticated LEAs can request for the
data to be disclosed "urgently".

During our meeting we want to have a good conversation on how they envision
to do the authentication, what sort of processes they have in order to
verify the domain names and add or remove the domains from the
authenticated law enforcement list, how much transparency we can get: can
we know which agencies around the world are authenticated?
Just a note that we agreed to a narrow authentication and not a full
accreditation only if accountability and transparency measures are in
place.
Also the IRT is asking for public comments on whether authentication of law
enforcement should happen in a PDP. I think our answer to that should be a
resounding yes. That way we might be able to ensure some level of
transparency and accountability.
