Dear NCSG
RDRS is a pilot ICANN's triage system whereby data requestors submit
requests for domain name registrant private data.
ICANN then distributes the request to the respective registrars. We take
interest in this issue because as you know we advocate for privacy of
domain name registrants so we want the system to be accountable,
transparent, and accountable.
RDRS Standing Committee was convened to make some recommendations to the
Council on how the pilot is working and what should be improved. Every
month, RDRS issues a report. Here is the report:
https://www.icann.org/en/system/files/files/rdrs-usage-metrics-15oct24-en.pdf
This is no news but the highest number of requests are submitted by IP
holders. And under 10% of requests come from Security researchers,
non-security researchers and others.
If you remember, we asked the SC to recommend adding the location of law
enforcement requests (country or economy). The standing committee was in
full support of that request but when it came to implementation, the
display of data defeats our purpose. We are working on clarifying our
request so that ICANN adds that information to the next iteration of the
report.
(RDRS raises issues such as privacy and transparency which NCSG deeply
cares about)
Best regards,
Farzaneh
