For the records:
One of the biggest complaints with the structuring of ICANN's DNSO came from ccTLD registry operators, who felt that the supporting organization was mainly concerned with gTLDs and that they needed their own separate organization.
On October 29, 2002, the country code managers emphasized their dissatisfaction by withdrawing completely from the DNSO.
This action prompted and expedited the replacement of the DNSO with the GNSO, which was created in December 2002. Work began on creating the Country Code Names Supporting Organization (ccNSO) in September 2002, culminating in the creation of the ccNSO at ICANN 17 in June 2003.
Suggestion for Consideration:
A separation of concerns is always useful like in the case of gNSO and ccNSO and will facilitate a faster structure to address localization, centralization, decentralization and globalization. "Region" is a good enough granularity to work with.
Putting together concerns that have been separated with a purpose has seldom been easy. I find excellent work docketed with the Confluence - ICANN Community Wiki that needs "integrated" view to emerge rather than reinvent the wheel.

Hi Emmanuel,
While I don't have an opinion on this specific case, just wanted to mention that as NCSG we directly contribute to policies related to gTLDs (as long as they relate to ICANN mandate) but this doesn't mean that we do not and cannot provide advice on ccTLD matters that relate to ICANN. We can provide advice on ccTLDs when it comes to delegation and redelegation issues and generally issues related to ICANN and IANA.

Thank you for sharing the information. Just to clarify, since .io is a ccTLD, it falls under the responsibility of the ccNSO, not the NCSG. The NCSG primarily focuses on gTLDs and non-commercial interests within the ICANN framework, while ccTLD-related matters like .io are managed by the ccNSO.
Since this issue pertains to a ccTLD, it’s outside the usual scope of NCSG members, who may not have the appropriate insights or responses. I would recommend directing your concerns to the ccNSO. It might also be worth bringing this topic up during the open sessions at ICANN81.
