[council] Draft Letter to Tripti/ICANN Board

Dear Tomslin,
I have no comment. The letter is clear for me. This is a critical
governance issue that needs to be addressed otherwise as it was mentioned
limiting the applicability of accountability mechanisms like the RFR, ICANN
may discourage community participation and weaken its foundational
commitment to transparency and accountability. I hope there will be room to
discuss thiss issue at ICANN 81 to understand the full spectrum and
implications.
