DNS abuse and Human Rights Impact Assessment

Hello all,

Short version of this email: the CPH for its next outreach session has
decided to allocate 20 minutes to NCSG to provide its reflections on how to
go about doing Human Rights Impact Assessment (something we asked for) in
terms of the DNS abuse contractual amendments. I am going to set up a
document and we can start working on the slides and a brief, also will ask
Ephraim who led the human rights group at ICANN for a long time to work
with us on this.

*Since we have a few new members, here is an intro: I am the liaison on DNS
abuse for NCSG to the Contracted Party House- domain name registries and
registrars. NCSG is the mothership of NCUC and NPOC, when you join NCUC or
NPOC you automatically join NCSG. But you can also be a member of NCSG and
not choose a constituency- we are a part of a larger House which is called
Non-Contracted Party House because we don't have a contract with ICANN- we
share the House with the Commercial Stakeholder Group which has its own
constituencies). We usually do our policy work through NCSG and through the
council.*

A few months ago, CPH started doing more structured outreach with other
community members because they negotiated (bilaterally and not through the
multistakeholder model) contractual amendments with ICANN on DNS Abuse. Read

We (NCSG members and CPH) had our first meeting with them in January on DNS
Abuse. Read Kathy's comprehensive notes on this

We also had a very interesting conversation in San Juan (CPH usually holds
DNS abuse outreach sessions in ICANN meetings). I attended on behalf of
NCSG and we mentioned a few of our concerns and we asked specifically for
a human rights impact assessment and qualitative measures to define
the success of these amendments. See the video of the session here.

For the Kigali meeting the CPH has asked NCSG (us) to present what HRIA is
and how should it be done. Our next step is to come up with a few slides
and a brief and explain to them what it is (we will have 20 minutes). I
will set up the document.
