Appointment of NCSG SSC Reps

Congrats to the other Reps, and fully agree with Julf - we need to have
some mechanisms guaranteeing that noncommercial appointed or elected
positions fulfill their role properly, implementing more objective criteria
of accountability (attendance, at least, and timely brief reports),
vacating seats if the person is not achieving the consensually agreed
standards and does not have an adequate justification for it.

If we could manage that, collecting input from our community, it would
surely help strengthening the NCSG and its constituencies, engaging more
newcomers and  building more collective expertise.
