I understand and appreciate the remarks about how a diacritic can change the meaning of an alpha-string. But, as I understand it, the policy will be for holders of the non-diacritic to apply,. The different meanings shouldn't be a problem since it is highly unlikely that the holder of the alpha-string URL would apply for a diacritic that has a totally different meaning. 

As I understand it, the policy would not mean that all diacritics are up for grabs by whomever.

A caveat:
Sometimes diacritics change the meaning of a word. For instance, in Spanish, "sábana" (bed sheet) and "sabana" (savannah), "papa"
(potato) and "papá" (dad),¹ "revolver" (to stir/to mix) and "revólver"
(a firearm), "secretaria" (secretary - a job description)² and "secretaría" (an organisation or institution, the office of a 'secretario'
or secretaria),³ etc.

So, the issue could be a little bit more complex than what it seems.
