Anyway according to the point 3, I have a comment to be clarified.
3. How frequently does the balance need to be measured or assessed?
My humble proposal of response may be as follwed :
The balanced need to be measured and/or assessed in case any creation of a
new constituency, or a new.stakeholder group or any new SO/AC within this
ICANN MSM evolving ecosystem.
