Transfer fee and sanctions

NCSG,

I am not the representative on TRP anymore (I don't know who is). But we
did raise a few issues of our own when I was representing NCSG. Those
included hefty transfer fees, and sanctions. Both of these issues were
deemed either out of scope of the transfer working group or were
acknowledged that it should be done more holistically. I am pretty
disappointed on behalf of all of us to be honest. Report attached.
