Ukraine and recents requests for "Internet sanctions"

Dear NCSG,

Circling back on the topic of the Ukraine invasion, I'd like to once again
express my solidarity to everyone in the middle of this
unnecessary conflict. And I do hope that Olga, Oksana and any other of our
members situated in any of the invaded cities remains safe. The level of
human rights violations performed by the Russian Government is just
unacceptable.

Having acknowledged that, I believe it might be of your knowledge the
recent request from their representative at the GAC for ICANN to "*revoke,
permanently or temporarily domain names and SSL certificates for .ru",
".pQ" and ".su" and shut down DNS root servers situated in the Russian
Federation. *(

). Recently, Org has replied to the request reinforcing that the Internet
is a decentralized system and ICANN’s role is to ensure the security,
stability, and resiliency of the Internet, and we do this by ensuring that
the identifiers we allocate through the Internet Assigned Numbers Authority
functions are unique and consistent, in line with global policies (

).

On that note, it has also come to my attention today that some members from
the IG community issued a founding statement + technical paper on
*'Multistakeholder
Imposition of Internet Sanctions'* (
https://www.pch.net/resources/Papers/Multistakeholder-Imposition-of-Internet-Sanctions.pdf),
that might be of your interest. Last but not least, I'd like to stress that
I'm sharing this document on our list not as an endorsement to its content
but solely because I believe it is something of our membership interest as
what it proposes is a multistakeholder process for setting Internet
Infrastructure Governance Sanctions.

Since I noted some of our members' interest in the discussion I thought
that maybe we could get a conversation going on the list.
