Updated version of the Operational Design Phase Concept Paper

Dear Tomslim,

In the drafted document, there is a recommendation that says that GNSO
ought to lead the effort but in the body of email, it says GNSO need to
appoint a liaison to the operational design phase project.

Does it means that GNSO had already agreed that ODP to be board project. If
yes, I see no reason to be suggesting that the effort be lead by GNSO.
