Hi everyone,

Wisdom has kindly accepted to brief you about the transfer policy group
tomorrow but I’d like to add my thoughts here:

We have been talking about operational matters at a very granular level.
For example how long should your domain name be locked before you can
transfer again. This is a feature that is in place to prevent registration
abuse. (Hijacking domains, hiding traces etc). We have been talking about
how long the lock should be and the conversation is just not systematic .
It’s like tossing a coin. Some registrars even believe there should be no
lock. With this regard, we have been of the opinion that a “lock period” is
necessary. But since we don’t have the operational knowledge and haven’t
done research about this, we are not pushing for a specific number of days,
other than long enough that can prevent abuse but not long enough that
hurdles operation of domain.

Other aspects we discussed with you before are the dual factor auth which
we asked to be in place. The other is the privacy concern when
notifications about transfer is sent which we are supporting minimization
of personal data that can be found in these notifications.

I think I have raised this with you before. We hear many voices in this
group about how things work. But we don’t hear the customers. I am not sure
NCSG is in a place to fix this but at least the experience of
noncommercials that are concerned with operation of domain names would be
useful.

I also appreciate receiving a couple of written updates from our other
colleagues representing us in other groups so that those of us who can’t
attend the ncsg policy meeting can keep up to date.
