[Public Comments][Reminder] Call for Volunteers for NCSG Comment on public comments

Dear all,

Please find the draft comment on the PTI and IANA budget below. It is in
large part based on last year's comment.

Do note that this is not the overall ICANN budget, but only the budget
specific to PTI (with a very small part dedicated to non-PTI IANA
functions)

Let's give it 24 hrs before PC review.
