Announcement - New NCSG Policy Committee Chair

Dear NCSG,

I would like to announce that the *NCSG Policy Committee has a new Chair -
Tomslin Samme-Nlar. *

Over the course of past week the Policy Committee had a call for volunteers
wishing to succeed Rafik as the new PC Chair and Tomslin was the elected
candidate.

Wishing good luck to Tomslin on this role and looking forward to
collaborating with him and @Tatiana Tropina <tatiana.tropina at gmail.com>,
one of the GNSO Council Vice-Chairs, and our Councilors as well.
