Draft Proposal for Phased Return to Face-to-Face Meetings

I was hoping we could do that in the discussions with Matt Shears who is
coming to our meeting....
It seems to me the framework for moving forward is pretty basic still.
We may need to build on this, we will be a whole year with no face to
face meetings, it is a major loss....
