[Council] documents review and request for feedback

Hi Amr,

I think whilst the content in the documents may be purely GNSO council
business, the format of the documents provide another opportunity for
members who may not be listening to council recordings to be a little bit
more aware of what is happening in there.
As to comments on the documents, I find no issue with the impact
classification of the various efforts in the council's radar, which I
believe drives how the detailed council work plan was developed.
