[Council] Proposal for framework of next steps for EPDP

Sharing here a proposal sent for council consideration regarding next steps
on how to deal with topics from EPDP.
The proposal is aimed to get concrete feedback and make progress since this
was a discussion topic for the council. I expect changes to the proposal.

As follow-up of action item from the last council meeting, I am sending
here a framework document to identify the list of topics (e.g., accuracy,
legal vs. natural and other remainder items from the EPDP) and outline
