Follow Up and Further Reflections on Consolidating NCSG, NCUC and NPOC

Thanks for another thoughtful contribution. I think we are on the same page in terms of direction, but the methods and tactics you propose below are quite different from what I would recommend.

There are several directions in which this discussion can be taken. I suggest that one would be to have a three person group (NCSG, NCUC, NPOC) engage in a conversation with ICANN that explores the levels of ICANN support, the modes of ICANN support, and areas where those resources could be used more effectively in the troika’s role in ICANN’s work. It would of course make no decisions but would inform us of the concerns and ideas exchanged. At the same time we should not just list, but also carefully weigh the benefits and costs an administrative consolidation.

This sounds like a good way to spend a lot of time spinning a lot of wheels. First of all, SG’s are supposed to be self-governing and we do not need ICANN’s support for the change. It only needs to be consistent with their by-laws. We already know SG’s without constituencies are legal because the contracted parties both have that structure.

I agree with you that it would be good to sound out how such a change would affect ICANN’s level of support. But there is no point in doing that until we know whether the SG as a whole would support such a change. I see support and opposition on the list.

So to my mind, the next step is actually quite simple: we develop a revised SG charter/bylaws that reflects the revised structure. Get supporters of the idea to propose such a revision and then open it up to discussion, debate and modification.

Once that is done, we see how much support there is for it and we sound out ICANN org about its implications for travel support and other resources.
