Replacements for NCSG Council members

Great news -- thanks to James and Juan for stepping forward. Very much
looking forward to working you on the Council and NCSG PC.
Even with these amazing replacements, @Martin, after more than 2 years on
the Council with you, I feel a big loss and will miss you a lot!
Good luck to James and Juan on the Council -- not sure how much you need
help from your fellow councillors, but I am happy to help with anything.
