NCSG Draft Comment on FY21-25 Operating & Financial Plan and Draft FY21 Operating Plan & Budget

The draft looks fine to me. I appreciate the inclusion of the wording about
stakeholder engagement in plans for a review to improve ICANN's
multistakeholder model.
Also, I remind all that the NCSG Finance Committee is made up of a
representative from NPOC (Me), the Chair of NCSG (Stephanie) and a
representative from NCUC (Open).  Once this is behind us, and hopefully by
the time of the Cancun meeting, the NCSG-FC needs to grow to a full
complement with an NCUC member. I will be in Cancun for ICANN67, at my own
expense but cannot afford ICANN68 in Kuala Lumpur. 
It would be good if the NCSG-FC was at full strength and with some presence
at ICANN68.
