Glad to share that ZACR, the administrator of South Africa's .za domain name has suspended deletions of domains not in good standing with annual renewal fees. 
Hats off to the ZACR CEO Mr. Lucky Masilela for this gesture and kind consideration

Let's hope other registries can emulate this move by granting registrants an additional grace period till things "get better".

As mentioned, there are some strategies/national Legislations being discussed on the grounds of prohibitions to service termination or fees readjustments in terms of connections services and mostly based on the fact that the Internet is a key element for having access to Information - especially during the pandemics- and/or a basic human right, and having the Tampere Convention as a guide too.  Here in Brazil we have a few legislative initiatives around this issue in terms of service termination, fees readjustment and one that even wants to settle what would be a minimum universal data franchise at 2gb. 

In terms of domain renewals, I have not heard anything yet. But I agree that ICANN has very little to do with it, and that the decision of a postponement of the fees or even contract termination relies entirely on the policies adopted independently adopted by each Registry and Registrar for itself - as @Amr Elsadr mentions. So this would have to be a separate conversation with Registries and Registrars. 
At the same time, I think Peter brings a fair point when he mentions that some terminations would indirectly result in information no longer being available online. Therefore, the only possible approach here would be to start a conversation with Registries and Registrars to hear from them what is a feasible solution and how adopting anything on the lines of what you propose would affect the different sizes of companies on this field. But I would love to hear what others on the SG think about this.

Not every registrar has to take the same action. It is entirely reasonable to ask similar of this industry, and I would argue that providing discounts, postponing fees, or providing in kind services for free at times of crisis aligns with the private sector's duty to respect human rights under the UN Guiding Principles on Business and Human Rights. Specifically, it would mitigate the risk of people losing access to public health information and data that is crucial to understand the threat they face to health and wellbeing. Domain registrars can avoid causing or contributing to this lack of access by extending services and delaying costs.

1. There is definitive news in the market where renewals by digital businesses r being curtailed due to their business cycles taking a hit. The data at this juncture may b suppressed or undeclared for obvious reasons;
2. ICANN may not have the power to interfere in the business of individual registries, but it’s obligation is surely not towards them but the consumers. So if NCSG mounts enough pressure, even a recommendation in that direction would have achieved a significant push for the “Non-Commercial” SG, making a statement in the larger interest of the society !
3. There Is a responsibility for every group that should be there to support digital businesses. Zoom for instance, from 5 million users, have gone to 100mil + users over just in 7 days. Please appreciate that the subscriptions that zoom has, are yearly or some are long term.  So we are asking for a couple of months !!
4. As far as the technical aspect is concerned, it is very simple. I don’t suppose as the NCSG we should Not worry about anyone’s business & their revenue cycles. 
5. Legally, My suggestion is iron clad. The force Majure Clause in all international agreements including those of the local contracting parties will take care of the extension of the domain renewal dates. 100% enforceable by law ! 
Just a few points to ponder. We can discuss more.

Most of the Digital platforms which are there for listing, online businesses, are allowing extended listing complimentary in the interest of business. 

Just raising - if we agree, which makes complete sense, then we can draft a formal letter to the board & the registry group for taking this forward quickly.
