Relevant to the cause?

I am trying to wrap my head around the meaning of the question asked here:

As someone who has done quite a bit of historical research on new technologies and on the evolution of the internet, and as someone who was involved in very early stages of Internet governance, I think this may be a meaningless question. But just to make this into more of a dialogue, let me ask Stephanie: what “decision” are you talking about, when was it made and who made it?
