Welcome to the new people. May you work hard and prosper in ICANN. It is challenging and takes time to grasp. One thing I have learnt about my presence in ICANN spaces as an observer is that observing does not really work. In ICANN it only really begins to make sense when one joins an actual work process.
This comes with risks.. one can make mistakes, receive criticism, but generally even if the work one does, or one's goals are not broadly supported, doing the work is recognised and respected by others from all stakeholder groups.
Being on NomCom is the first time I am part of longer term collaborative work process in ICANN. It has also allowed me to attend enough meetings in a row to get a sense of how the policy development processes (PDPs) work.
So my advice, choose an area to focus on. Work hard (read, read, ask questions continuously, comment, respect the work of others, do submissions, assume leadership roles etc.). Be brave. Endure the ups and downs, the praise and the challenges. In the end you will learn a lot, and also have the opportunity to shape a process, decisions, or a set of rules that will be applied in practice. This can be very rewarding.

There are many opportunities to learn about policy development, but a good place to start is our monthly policy call, which usually takes place during the week of the Generic Names Supporting Organization (GNSO) Council call. Watch for announcements of policy and working group webinars on this list, they are targeted to help bring us all up to date with what is happening in different groups and topic areas. ICANN has started a new Webinar week prior to our public meetings, and new members might find this information to be concise and useful. Rafik Dammak is the chair of the NCSG Policy committee, and he shares updates on calls for public comment regularly on this list. To follow the public comments calls, go here
