Participation of underserved countries in ICANN 65 in Marrakech

For Additional Budget Request 2019, we submitted a request to receive
travel support for leaders from developing countries to ICANN meetings.
ICANN approved the request but also provided some conditions in its
response for approval: "1 traveler per ICANN Public Meeting in FY19 (i.e.
ICANN63, 64, and 65) from an underserved and underrepresented country
within the applicable ICANN meeting region". The Global Stakeholder
Engagement is in charge of identifying those countries and shall be
consulted with before we issue the call for travel support and they provide
us with a list of countries that are underrepresented. (they did for Japan
and Spain as well). If no application is received from the identified
countries, then we can ask ICANN to open the call to the region.
For Barcelona we announced the call as such "Staff looked at economic
measurements, NCSG membership, and general review of the DNS sector and
ICANN community in Europe, this list is the result. However, If we receive
no applications from one of these countries, we will ask ICANN to open to
opportunity to an NCSG member from a developing country who is domiciled
(i.e. studying, working) in any European country."
