Hi Roxanne John. 
Sorry something looked ambiguous there. I was simply conveying what the
Finance people had said and put in the spreadsheet. The spreadsheet says
that replenishment come from annual operating revenues and nothing more
will come from the new gTLD auction proceeds. 
As acting Chair is would not be my place to insert my views in what are
intended as postings to help understand the Operating and Financial plans. 
I will say that I personally would oppose any further use of the new gTLD
auction proceeds was not based on the Mechanism, processes and priorities
that come out of the ccWG's working on how to handle the new gTLD auction
proceeds.

It appears that the transfer from the gTLD Action Proceed was a one-off
procedure. Are you suggesting that it should be an annual or more
systematic transfer?

ICANN is planning to replenish the ICANN Reserve Fund out of revenues over
the next decade. As you will recall ICANN transferred S40 million from the
new gTLD auction proceeds to partially replenish the Reserve Fund. That
transfer was greeted with displeasure by some. Going forward the FY21-25
Operating and Financial Plan intends to contribute S3 million per year to
the Reserve Fund, from ICANN revenues, and not from the new gTLD auction
proceeds.
