Feedback for Red Cross Implementation Plan Draft

Dear NCSG colleagues,

I'm a volunteer for drafting the group's position regarding the Red Cross
Implementation Plan public comment (available at:
https://www.icann.org/public-comments/red-cross-names-implementation-2019-10-23-en
).

I have read a lot of documentation regarding the Red Cross to understand
the background. Thus, I wrote the draft based on previous NCSG positions,
in order to be align with them.

I'm a newcomer in the group and is also my first time doing a draft, as I
did it by myself I would appreciate a lot to receive feedback coming from
you. Especially on the last part, because is what the Implementation Plan
is introducing, the rest are points already discussed in previous comments.
