Topics for general interest panels at ICANN 67?

Broadly speaking, we always talk about  connecting the unconnected, all our
concentrations and discussions seems to fall within cities who have
leverage over other.

Taken this discussions forward, why don't we look at a topic that tackles
or try to address issues of the underserved communities. Example topi:
Community Networks and Inclusion: The case of the underserved Communities.

You will all agree with me that even in most capital cities or even in the
developed world, there is still communities that are still underserved and
need to be served.

This is just my thoughts,
