   Final Report on the Protections for Certain Red Cross Names in All gTLDs
   Policy Amendment Process

This motion <https://community.icann.org/x/lAVpBQ> was deferred by our
request to the next meeting as we wanted to get more details in particular
the legal basis for the recommendations. We will have this Wednesday a
policy call on the topic (open to all members and invitation was sent to
the mailing list) with the chair of the working group. You can also find

   Final GNSO2 Review Implementation Report

The GNSO Council adopted the Final GNSO2 Review Implementation Report

with this motion <https://community.icann.org/x/lAVpBQ>. I gave a
presentation as GNSO council liaison to the GNSO2 Review Working Group
about the efforts made on the implementation and next steps. The report
will be submitted to Organization Effectiveness Committee from the ICANN
board for consideration and the working group will disbanded after the
report approval. This review process was quite long , started in 2014 and
there is need for improvement and effectiveness.

   Council Liaison update on Expedited PDP (EPDP) on the Temporary
   Specification


I as GNSO Council liaison to the EPDP team provided an update to council
regarding the progress of that process. The EPDP was working on that time
 on the triage report through surveys. The EPDP is holding conference calls
held twice a week and requested an early input request to Supporting
Organizations, Advisory Committees, Stakeholder Groups and Constituencies
(NCSG submitted its input).

The EPDP team is planning at face-to-face meeting for the last week of
September 2018 in Los Angeles.

There was also concern expressed that the council liaison is also the vice
chair for the EPDP but the council supported the appointment and
continuation of such dual-role.

Due to the time sensitivity for this PDP, there was request to have a
weekly update from the liaison instead of monthly report in order for the
council to get informed about any issue earlier.


   -

   IGO-INGO Access to Curative Rights Protection Mechanisms


While the council already receive the final report from the IGO-INGO
working group, no decision was made regarding the adoption since there is
concern regarding the recommendation #5 which is likely to be in
contradiction with previous GAC advices on the matter.

The council usually approves the PDP final report and pass it to Board,
avoiding any amendment on the consensus recommendations. But in in this
occasion, the ICANN board chair and the ICANN CEO reached council
leadership and suggested discussion with the GAC regarding the
recommendations. As the council is still considering the different options
within GNSO processes, it was agreed to create a list for PDP working
group. The topic will be discussed again in the next council meeting and we
will have to make decision on the path to follow.

   Consideration of CCWG-Accountability WS2 Final Report


Councilors discussed the CCWG’s Final Report

with the aim to approve it via vote during the September 2018 GNSO Council
meeting. Tatiana made a statement to highlight that NCSG will vote in favor
of the report overall but we were unhappy with the approval process which
made it impossible to express disapproval of individual recommendations.

   GNSO Policy Development Process 3.0


Due to the time constraint, it was suggested that a PDP3.0 focussed webinar
be held prior to the September 2018 GNSO Council meeting. The webinar will
be organized this Tuesday 11th September for the council to go through the
input received and decide on next steps

   Next steps related to the ICANN Procedure of Handling WHOIS conflicts
   with Privacy Law


Council agreed to postpone the call for volunteers to initiate next steps
related to the ICANN procedure of handling WHOIS conflicts with privacy law
until after the EPDP publishes its initial report.
