Good questions.

The problem with this is that the fund was specifically not intended
to cover the normal ICANN activities (that should come out of the
normal ICANN budget), and I and several other WG members feel pretty
strongly the funds shouldn't be used for activities that benefit
some (but not all) constituencies.
