Catching up before tomorrow's policy call: summary from the previous GNSO meeting

*Dear NCSG members,as a preparation for our policy call on Tuesday, 22nd of
May, I would like to share a summary of the previous GNSO meeting, which --
I hope -- would allow you to catch up with the topic and processes
happening in the Council. The previous GNSO meeting took place on April,

is going to happen at the GNSO meeting and to the discussions at our policy
call on Tuesday.The GNSO Council at the meeting on 26th of April, 2018:1)

submission to the ICANN Board. You probably also saw the news on the NCSG
mailing list that ICANN Board identified items of GAC advice in the San
Juan Communiqué that are or potentially could be inconsistent with proposed
actions the Board is considering taking to adopt the Interim GDPR
Compliance Model

2) Passed the motion in Memory of Stéphane Van Gelder
<https://community.icann.org/display/gnsocouncilmeetings/Motions+26+April+2018>,
who passed in March of 2018. The motion recognized the significant
contributions Stéphane made to the GNSO Council during his tenure, the
wonderful traits he brought to this world, and how much he will be missed.
3) Discussed the updates on CCWG-Accountability-WS2 status of work and
expected timeline for delivery of Final Report with Thomas Rickert, the
Co-Chair of the Cross Community Working Group on Accountability. The next
steps for CCWG-Accountability covered in the updates were the work of ICANN
Board to identify inconsistencies between the various work packages,
adoption of the Final Report after the public comment period, and a
possible roadmap for implementing WS2 recommendations. NCSG submitted
public comment

the CCWG report earlier this month, where it still expressed concerns with
regard to some recommendations, like those on ICANN Ombudsman. 4) Discussed
the updates on IGO-INGO Access to Curative Rights Protection Mechanisms PDP
WG

This topic would be again on the Council agenda

for the next meeting on 24th of May, 2018 - the Council is supposed to get
updates on the Draft Final report

discuss next steps. 5) Discussed the issues of overlaps between the
existing Registration Directory Services (RDS) PDP and General Data
Protection Regulation (GDPR) and adoption of the temporary policy by the
ICANN Board. This is one of the topic that is going to get us busy in the
next weeks and months. As you probably know, few days the ICANN Board
approved the Temporary Specification for gTLD Registration Data

The next steps of the GNSO Council to begin work on the policy development
process related to the Temporary Specification will be discussed at the
Council meeting on 24th of May. 6) Discussed the updates to the Consensus
Policy Implementation Framework (CPIF).7) Discussed the Review of the
Inter-Registrar Transfer Policy (IRTP)

The Council raised the issue of confusion about the process and the
possible impact (or no impact) of GDPR on the report. The report would be
provided for GNSO Consideration around the end of June. 8) Discussed the
updates on Privacy and Proxy Services Accreditation Issues (PPSAI)
Implementation Review Team (IRT).9) Discussed the updates on a joint
timeline of the All Rights Protection Mechanisms in All gTLDs and New gTLD
Subsequent Procedures PDP WGs. The two PDP WGs are currently trying to move
forward with conciliated timelines to ensure one WG avoids negatively
impacting the other.9) Discussed the schedule for ICANN 62. As it is a
policy meeting (a shorter meeting), it was highlighted that more
face-to-face time was allocated to PDP Working Groups face-to-face
meetings, and Council face-to-face time, therefore, is decreased. If you
