Why not NCSG ? was [NCUC-DISCUSS] NCUC at AIS

I'm all for mutual outreach events between NCUC and NPOC, but since I see
neither constituency having problems finding candidates using travel slots
(and that's all CROP now is, travel slots for regional and one out of
region DNS relevant events), I see combining these funds somewhat
unnecessary. We both need to be represented in the most important events.
However, this could be better coordinated within the NCSG, what those
crucial regional events are.
