NomCom public comment/ Accountability public comment

I also left a comment on a possible solution of diluting the NomCom to
GNSO's advantage by one seat - I think that's fair, taking into account the
increased workload and responsibility at ICANN. So basically, two seats for
each SG, instead of one each for all the others and CSG who has FOUR.
