ongoing discussion on charter for EPDP team

Hi all,

As it was suggested already here, everyone is encouraged to review the
draft and share questions and comments. The shared document is in view-only
mode and it is not open to being commented directly, so, please comment in
the mailing list. It is important to go through all sections of the charter
as all of them are critical for the EPDP team work.
