Dear All,

This document about the handling changes of NCSG membership was shared by
Robin Gross (an NCSG EC member) last year in September for your
consideration. It seems like no one followed up afterwards, so it's not
approved yet. There were some comments on the previous thread which I am
forwarding here. It does not look like there was a serious challenge or
concern. I will leave the document in a Google Doc, which you can use to
comment on and suggest changes. On 8th July, we will finalize the document
and send it to NCSG EC for approval.

+1 on this, we may come up with pages!

And i do personally encourage our members to continue raising/sharing
questions on this thread; and to the EC to take note of them. These
examples of luckily situations can help them in the future when
deliberating on new membership requests.



As an aside, we did have some concern in the early days about dominance of
the constituency by a single global organization with lots of chapters, and
ISOC was on our minds. We wrote parts of the bylaws that included a trigger
that would go off if there was an organized effort by an organization like
ISOC to “take over” or dominate the constituency, but these threats have
never materialized.


Indeed this is an important and serious point to note. Can you please share
more on this, Dr Muller? Is there something particular that has been
decided?

As an organizational member rep (ISOC-NY) I take an interest in the
following:



4. Organizational Member is determined to not meet eligibility requirements
for NCSG membership. Pursuant to NCSG’s Charter, only organizations meeting
the following criteria are eligible for membership in the Stakeholder Group:

a) The organization is incorporated as a noncommercial entity (in countries
that have a provision in their commercial code) or, if unincorporated, or
if operating in a country without provisions for noncommercial
incorporation, that operates on a not-for-profit basis primarily for
noncommercial purposes

and b) Be the exclusive user of at least one domain name for noncommercial
purposes,

and c) Is engaged in online activities that are primarily noncommercial,



​No problem with any of that​ But..



and d) In the case of a membership-based organization, (meaning

used in NCSG’s Charter) the organization should not only be noncommerical
itself, but should have a primarily noncommercial focus, and the membership
should also be primarily composed of noncommercial members.



As an Internet Society Chapter we do not discriminate on the basis of, or
even know  the majority of, our members' commercial activity. However, all
NCSG votes are taken by our (elected) board, who might well qualify, but
are elected by the mebership..



Are we, or any other ISOC Chapter, thus ineligible?
