Travel support to ICANN Meetings - PIR Sponsorship

Hi Farzi,

As you may recall, this was when NPOC discovered the issue of the previous
funding.  To go forward, we believed that negativity around it would not
help the stakeholder group and knowing that NCSG did not have a  bank
account, we agreed that the funds could be administered by NCUC.   NPOC
agreed to NCUC receiving the funds,  I would not agree on how it would be
allocated as I believed that would be a broader discussion with members of
NSCG.

This current position is contrary funder PIR' intent.  It is a violation.

Way forward:

My proposal still stands.
