Summary of GNSO Council meeting 19 July 2018

*Hi all,I am sending here a summary of the last GNSO Council meeting held
the 19th July 2018.  It is highlights of some important points and I may
have missed some. For more details, you can find here the transcripts

Curative Rights Protection MechanismsThe GNSO Council received the Final
Report

from IGO-INGO Access to Curative Rights Protection Mechanisms (CRP) PDP
Working Group as it requested in on the council June meeting. It also voted
in the related motion <https://community.icann.org/x/DYNHBQ> which gives a
lot of background details about the history of this PDP and the rationale
behind it.The council notes: “that several inconsistencies between GAC
advice and consensus recommendations from the IGO-INGO PDP WG have yet to
be reconciled, including on the topic of appropriate protections for IGO
acronyms (both preventative and curative). The GNSO Council notes that
until these issues are resolved, IGO acronyms remain reserved on an interim
basis at the second level of the domain name system for those gTLDs
delegated under the 2012 New gTLD Program round.”The next step is to review
the final report by the council for consideration (vote) and explore how to
deal with the inconsistencies between the GAC advice and previous WG
recommendations. The current recommendations may not respond to GAC
concerns and so the board too.Initiation of Expedited Policy Development
Process on the ICANN Board Temporary Specification on gTLD Registration
DataAs you may know already the GNSO council voted on the motion

an EPDP on the Temporary Specification

and adopted the EPDP’s charter

The motion confirmed the EPDP team chair Kurt Pritz who was selected by the
group comprised of GNSO council leadership and Standing Selection Committee
chair and vice-chair based on the received expression of interests. 3 of
NCSG councilors abstained and as by the GNSO Operating procedures made
those statements to explain their rationale for the abstention: Tatiana

volunteered and was appointed as GNSO council liaison the EPDP team. As you
know, NCSG also made its appointment for representatives and alternates (6
+ 3) to EPDP team last week and announced  in NCSG list. The EPDP team will
have its first conference call this Wednesday 1st August an streaming
audiocast should be available and will be shared. The working space for the

Organizational ReviewsCouncil got  an update on the short-term

review options paper response from the small drafting team with highlights
on which recommendations the council should cover. As a reminder, NCSG has

). The draft comment for council was shared later (attached) in council
mailing list for review.Consideration of CCWG-Accountability WS2 Final
ReportThe council got  an update on the CCWG’s Final Report

with highlights on what Council would need to consider prior to conducting
a vote. As chartering organization, the GNSO will need to vote for approval
or not of the  CCWG WS2 final report. Councillors are tasked to consult
with their respective stakeholder groups and constituencies regarding the
vote on report approval.GNSO Policy Development Process 3.0The summary

,which includes input received during the session on san Juan meeting GNSO
session and was prepared by GNSO council leadership with staff, was shared
with the Council to request input. The stakeholder groups and
constituencies have till the 15 August 2018 to provide suggestions. There
was discussion on how to reflect wider community recommendations and how to
ensure that this initiative makes progress before the new GNSO Council is
seated at Annual General Meeting (AGM) in October 2018.  The GNSO council
Leadership was tasked to to develop proposed plan and timeline to advance
the project in preparation for a public consultation at ICANN63.Instruct
the Standing Selection Committee to reconfirm the GNSO appointments on the
Third Accountability and Transparency Review Team (ATRT3)  Unfortunately
one of the selected candidates Stephane Van Gelder passed away this year
and there is a need to fill the vacancy. It was suggested that the Standing
Selection Committee (SSC)  to check with selected candidates to confirm if
they are still interested to serve on the ATRT3 since they were selected a
while ago. The council will also need to check about the expected timeline
for ATRT3 as it will depend on the outcome of the current public comments
on short-term review. Another task is to check if there is any need for
additional call for volunteers and if it is planned.ANY OTHER
BUSINESSICANN63 planning: the preparation for ICANN 63 schedule already
started and GNSO Council leadership with staff will prepare the GNSO
schedule.GNSO Review of the GAC Communiqué: Council got an update on the
current status of the GNSO Review of the GAC Communiqué and council
response prepared by volunteers. You can find the GNSO response here as it
was already sent to Board prior to the call between Board and GAC this
week.The next GNSO Council Meeting will take place is scheduled for the 16
August 2018 at 21:00 UTC and as usual we will have our NCSG Policy Call
