[Public Comments]: Draft Comment on Open Data Initiative Datasets and Metadata

Hi Elsa,
thanks to all members of the drafting team for the work on the comment. I
am pleased this model is getting the shape as the group had calls, shared
tasks, reviewed the documentation and worked diligently for this present
draft.
I would like to ask all to review the documents and share your comments.
The policy committee will then review the comment for endorsement.
