[Elections - 2018] Nomination of Rafik Dammak

Adding another +1 to the list of support regarding Rafik's nomination!

I think it goes without saying that the part he is playing at the GNSO
council (and internally as NCSG policy committee chair) are truly inspiring
and excellent. Therefore I do hope he accepts the nomination and continues
to represent NCSG at the Council.
