NCSG Travel Policy Lacks Inclusivity Please

Hi Milton,

Thanks your for comments but most of the things have been addressed in this
email threat already, no need to get disturbed by comments:

1. The FC never claimed control on GNSO funds and also has never claimed
control on travel slots or finances allocated to the GNSO, I do hope we are
clear on that.
The only comment that was made was acknowledgement of the existence of the
FC on the travel policy, and as mentioned this issue has been put to rest,
the FC will concern itself with NCSG related activities and policy docs
moving forward.

2. We are also aware what the mandate of the GNSO and NCSG is, not sure who
and where it is expressed that the NCSG should now become a travel or
tourist agency because the point being put accross  here was that the FC
needs to start being visible and relevant as opposed to being a committee
that has no say within the SG activities.
As far as I understand any money that it intended to NCSG, the FC should
provide oversight, this will start in 2019, if this is a problem, please
visit the NCSG charter and challenge what is stipulated there, we are not
creating this directives out of our imagination but are guided by the
Charter that was adopted in May 2011. Maybe the problem here could be that
the Charter directives relating to the FC were not fully enforced but we
intend to remedy that situation because the Charter itself is very clear on
what is expected from the FC.

3. There is no fighting over money in this threat, maybe this discussion
was supposed to relate to the NCSG policy document because again, the
document was shared with the FC and we provided comment, Unfortunately we
were not told that were not meant to comment, the FC has never enforced
itself or demanded anything yet, it was just comments that were not
intended to offend or disturb anyone. This perception that the FC is
unreasonable in its comments needs to stop at a certain level, and the only
way to stop this is engaging sensitising members of the C's and SG on the
scope of work of the FC, though inreach amogst other efforts.

4, Regarding the work done on PD by the council and SG members, the FC will
always appreciate and be in support of such, the point was not to compare
the NCSG PC work with the work of the NCSG FC, but for all committees of
NCSG to get acknowledged in policy documents, irrespective of the nature
and extend of their work, acknowledgement goes a long way.

5. The FC is doing its best to organise itself and we currently working on
its operational procedures which will be share on the mailing list for
comment soon, we not just seating and demanding, we taking proactive steps.
The FC also has every intention to raise funds as stipulated on the NCSG
charter (point #2.6) and besides, nothing should stop the FC to have
oversight on NCSG finances. irrespective of where they are banked and
according to the NCSG chair, this should start happening in 2019. How can
there be any accountability if there is no closure on NCSG financial
activities, *the FC is expected to account,audit and report on all and any
NCSG finances annually*, irrespective of where they come from or where they
are kept.

6. With the FC now in place, proper and agreed internal control procedures
will need to be put in place and followed, and yes it is expected that this
will be uncomfortable at first but eventually this is for the good or the
SG and C's.


Last, the FC is the only body that is approves disbursement of funds after
consultation with the NCSG EC according to the charter, I hope we
deliberate on this further in the next NCSG monthly call and apologies if
this matter brought any form of discomfort, thanks.

*The Conflict Resolution capacity building is very helpful in handling this
kind of concern and issues, so Kudos to organisers for that :)*
