NCSG Travel Policy Lacks Inclusivity Please

Actually, for more inclusivity we can just get rid of any language that
mentions committees. And just have travel open to ncsg members. Thats more
inclusive. I am on my phone now can  go to the doc later and just get rid
of the committee paragraph and keepthe language restricted to ncsg members.
If that is agreeable.
