Transition of leadership at NCSG

Dear all,

Stephanie Perrin was elected as the NCSG chair for a one year term starting
from AGM of ICANN in Barcelona. The transition of leadership will happen
before (around 15 October or so or after AGM for the chair and for the GNSO
council it will happen at the end of AGM.
