NCPH Nomination Process for the GNSO chair elections

The NCPH has to have a process in place to nominate the NCPH nominee for
the GNSO chair position. Below is a document providing the steps for this.
Please comment until 27th of August. If there are many comments and
questions we can extend the deadline.
