Like Kathy, I also fall within the camp that believes anonymised email addresses could be a path worth exploring, and I wanted to ask one question there, would it be a common email PER registrant, or PER domain name? I ask because one of the uses of the email address I have heard is that cybercrime fighters search from their basements by email address to identify registrants who have registered problematic domains en masse. If it was one common email per registrant, not per domain, could this be a solution?

It is really a question of how much time people can put in. There has to be some deep expertise to serve on reviews like RPMs or WHOIS 2, you cannot come in cold if you have not served on some of the pdps and understand the implications of decisions.
