[Public Comments]: NCSG Comment on Revisions of Section 11 of ICANN Bylaws

Hi all,

Comments on revisions of section 11 of ICANN Bylaws opened on the 26th of
March this year (more details can be found here: https://www.icann.org/
public-comments/bylaws-section11-voting-2018-03-26-en)

For those who haven't been following it closely, this revision is a result
of proposals approved by the GNSO Council to adopt new voting thresholds
taking in consideration the new rights and responsibilities of the
Empowered Community resulting from ICANN accountability changes.

The changes were proposed initially by a drafting team which focused on
suggesting amendments to GNSO Operating Procedures and changes to the
​ICANN ​
bylaws in section 11 which concerns
​the ​
GNSO. Those change
​s​
were supported by our NCSG members in
​the ​
drafting team and then by NCSG representatives to the council by
​ a​
unanimous
​ vote for adoption.​


While the comment is straightforward and mostly re-iterates support to the
revised changes, we would be happy to see your comments or suggested edits
on the draft that Tomslin, Juan and I have worked on with the advice of
