[NCUC-DISCUSS] Public Comment Open for NCUC Bylaws!

Hi all,

Just following up on the below email I sent last month.

We have the opportunity as the NCSG to comment on the proposed changes to the charter of the Non-Commercial Users Constituency. These are changes which have been made and approved by the NCUC's leadership and membership.

I have drafted a statement which [you can read here](https://docs.google.com/document/d/1QIofPSTxt1rV-BihcIsImpUhl4i5HhLnSuV8PgyuAuk/edit?usp=sharing). Please feel free to further wordsmith until 23:59 UTC Wednesday 27 September.  After this time, I will forward the statement to the Policy Committee and request their endorsement. Thanks!
