What other routes are there for ISOC representation in ICANN? If ISOC 
chapters are being represented in NCSG, but also feeding in to the ISOC 
parent which has representation through another route, then they may be 
getting double representation.

Please note, I have the greatest respect and liking for ISOC as a core org 
and local chapters but fair representation processes are important in a 
multi-stakeholder governance system.
