I agree With Satish point on the use of Open Source but will also point to
Dorothy's point raised that "since many of the softwares being used are
available in totally open source versions should governments not be making
use of these to developed customised solutions that will reduce their
vulnerability to these kind of blanket attacks."

In this regard awareness of open source softwares needs to be created at
all level.
