$300,000 in budget for At-Large... what is it?

I noticed in the [draft budget](https://www.icann.org/en/system/files/files/proposed-opplan-budget-fy18-08mar17-en.pdf) for FY18, on page 16, there is $300,000 for "ICANN.org/At Large Enhancements". Does anyone know what this is referring to? I did check the "[detailed breakdown](https://www.icann.org/en/system/files/files/proposed-opplan-budget-portfolio-project-fy18-08mar17-en.pdf)" PDF too, but the description for this expenditure is identical... Thank you.
