Follow-up of meetings in Johannesburg

Hi all,

There were some suggestions during our meetings in Johannesburg to work on
several topics and organize the discussion. One idea is to have small
ad-hoc groups of volunteers who can follow the topics, work on some
positions for NCSG and to facilitate the discussion.

We can have :
- Auctions proceeds group
- Geonames group

we can setup mailing lists for those groups to organize themselves and
their discussions. Those mailing lists will be public and archived.
