Good luck with this open data conference. I suggest that particular
attention be paid to who actually gets access to and makes use of the
data as it moves to an open access format. The early research suggests
that the main beneficiaries are that small "elite" group (companies,
ngos, consultants) who already have an almost entitled access to the
levers of government policy and to sources of government funding. Open
data is supposed to both enhance transparency and accountability, and
level the playing field (a bit). Transparency doesn't always level the
playing field.
